Cantu quarantine?

I am emailing to testify that the censure of Councilor Judy Cantu contained at least one falsehood to my knowledge. I understand that the censure included wording that Cantu’s problems with her official email address were of her own doing.

I tried to email Councilor Cantu at her official town address on the 14th and 15th of January, for a total of three times. Each time, I got back a message saying that the email was undeliverable. Each notice of non-delivery included the phrase: “550 permanent failure for one or more recipients (jcantu@taosgov.com:quarantined).”

I bring your attention to the word quarantined. I searched but could not readily determine just what that means; however, I very much doubt that this result is due to anything Councilor Cantu herself has done.
